An established manufacturing organization is seeking a Vice President of Plant Administration & Statutory Compliance to lead the completion, licensing, regulatory compliance, and operational administration of a new manufacturing facility in Johor Bahru. This strategic leadership role will oversee statutory approvals, government relations, and site administration to ensure a successful plant launch and long-term operational excellence.

Our client is a multinational manufacturing organization expanding its footprint in Malaysia through the development of a new state-of-the-art production facility in Johor Bahru. As part of its growth strategy, the company is seeking a seasoned leader to drive statutory compliance, government engagement, and plant administration activities from construction completion through to full-scale operations.

Job Description

Plant Completion & CCC Management

  • Lead and coordinate all Certificate of Completion and Compliance (CCC) inspections to ensure successful completion and approval.
  • Liaise with relevant authorities and inspection bodies on specialized compliance requirements.
  • Oversee contractors and rectification activities to ensure adherence to inspection standards.
  • Drive timely CCC attainment, a key requirement for legal operations, utility connections, and operating licence approvals.



Environmental Compliance & Permitting

  • Manage Environmental Impact Assessment (EIA) screening and regulatory submissions where applicable.
  • Lead applications for Permission to Install (PTI) and Permission to Operate (PTO).
  • Ensure compliance with industrial wastewater discharge requirements.
  • Oversee Scheduled Waste registration, handling, and ongoing regulatory compliance.



Licensing & Regulatory Approvals

  • Manage Manufacturing Licence applications and renewals.
  • Coordinate investment incentive applications with relevant agencies.
  • Secure premises licences, fire certificates, and related regulatory approvals.
  • Oversee customs registrations and import/export compliance requirements.



Government & External Stakeholder Management

  • Build strong working relationships with key government agencies and authorities, including MITI, MIDA, DOE, BOMBA, DOSH, Majlis, SSM, and Immigration.
  • Represent the organization during regulatory meetings, site inspections, and compliance audits.
  • Monitor regulatory developments and advise leadership on policy changes impacting operations.
  • Act as the primary point of contact for government and external affairs matters.



Plant Administration & Operational Support

  • Lead site administration functions including security, cleaning, transportation, accommodation, and catering services.
  • Manage external service providers to ensure operational efficiency and service quality.
  • Monitor licence validity and coordinate timely renewals.
  • Ensure ongoing compliance with environmental, safety, and fire regulations.
  • Develop and manage annual administrative budgets while maintaining cost controls and operational effectiveness.

The Successful Applicant

  • Bachelor's Degree or higher in Engineering Management, Environmental Engineering, Business Administration, or a related discipline.
  • Minimum 10 years of professional experience, including at least 5 years in manufacturing site administration, plant operations, or statutory compliance leadership.
  • Prior experience supporting greenfield manufacturing projects or foreign-invested manufacturing operations is highly advantageous.
  • Exposure to semiconductor, electronics, precision manufacturing, chemical, or other highly regulated industrial environments is preferred.
  • Strong understanding of Malaysian regulatory frameworks, permit processes, and government agency engagement.
  • Hands-on experience working with DOE, MITI, MIDA, BOMBA, DOSH, Majlis, SSM, Immigration, and other regulatory bodies.
  • Strong knowledge of:
    • Environmental Quality Act 1974 and related regulations
    • Manufacturing licence and investment incentive applications
    • CCC requirements and building compliance standards
    • Industrial wastewater and scheduled waste management
  • Fluency in both English and Mandarin, written and spoken, is required; Bahasa Malaysia proficiency is an added advantage.
  • Demonstrated leadership, stakeholder management, problem-solving, and cross-functional coordination capabilities.
  • Ability to operate independently in a fast-paced environment and effectively manage multiple priorities.
